Prussian passports 1885-1891 time frame

Time for a post in English :wink:

I am of half-Lithuanian descent and have been puzzling over a photocopy of
a passport for my 2nd great grandmother. In the photocopy it has a
photograph of my 2nd GGM, that appears to be glued to an envelope or
booklet. On the left side of the photo is a partial Circular Stamp. The
emblem in the middle is not discernible at all, it might be an eagle or
shield. Around the edge I can clearly see the word "Verwaltungsgebie". If
there is more to the word, it is covered by the picture.

This word appears to be close, up until the last 3 letter with the word for
"Administrative building" in the German English Dictionary I consulted. I
do not have the original, but my assumption is that it was Prussian issued.

The verbal lore is that my 2nd GGM had the document prepared, but never
used it, her married name was Radziuniene (Radziunas) and maiden name was
Leskeviciate (Leskevicius). Her daughter my GGM left a village near
Kalvarija, at age 18, and crossed the Prussian border, eventually arriving
in Philadelphia, PA in 1891. She appears to have stopped in Scotland
first, before proceeding to the US. I have no idea why she brought her
mother's passport, and didn't have one of her own. You could tell they
were related, but they didn't look very similar.

Anyway, I was hoping that perhaps someone on this list understood how the
Prussian passports were administered during that time frame, and whether
there are records when passports were issued, that I might be able to
search. Actually looking for anything that might help me leverage this
clue.
