ORTSSIPPENBUCHER --help please?

I understand the term means "family books" but have questions as to what these books contain,who maintains them,where they can be found,whether
they were just for the high born,time frame in which they existed ,etc.
I see them on recommended research lists but seldom find them on repository lists.Could someone kindly enlighten me? Is it worth the chase to locate them for the information they contain? Best Regards Ida Kretschmar
