in a book from Herbert Weffer "Auswanderer aus Stadt und Kreis Bonn von 1814 bis 1914" (Emigrants from town and surrounding of Bonn from 1814 to 1914) I found a:
Schick, Heinrich from Wesseling a village near Bonn (Not in Hessen or Bavaria). He left Germany illegal before Feb. 1873
The 21.02.1873 he had to pay 50 Taler or to go to prison for a fortnight because of militry withdrawal.
More I can't find. Yes, it's right that people needed permission to emigrate but as you can see some went without.
