Wagoner/Wegener & Büsing families, Empede, Hannover area

Hello,
I am trying to find out more about my Wagoner/Wegener & Büsing families. My gggrandfather, Heinrich Friedrich Ludwig Wegener/Wagoner, was born 14 Aug 1840 to Heinrich Wegener & Dorothee Büsing. For years all I knew was that he was from Hannover, but a kind researcher found him listed on aidaonline, which said he was from Empede.
I have spent the last few days at an LDS Family History Center studying microfilm images of census records for the Neustadt am Rübenberge area. I found possible Wegener families (based on the age of my Heinrich) in the 1842, 1845 & 1848 censuses in the towns of Metel & Scharrel, which are not far from Empede. However, when I searched the 1852 & 1855 censuses, which list all names, I could not find any records for Metel or Scharrel. Were those towns included in a different amt/census area for the 1852 & 1855 censuses? I found one possible Heinrich Wegener in Empede in 1855 (none in 1852), but his age was off by 2 years and this Heinrich was a servant for another family.
Does anyone have information on which amt/census area would include Metel & Scharrel for 1852, 1855, and 1858? (I will search the 1858 records when the film comes to the FHC.) My Heinrich F. L. Wagoner/Wegener came to the US in 1859, so 1858 is the last census he would appear in.
I'd be grateful for any suggestions on my search.
