I know the Hanover area very best I think, but I do not know a village with the name HOFRA. May be the is an mistake? At the east side of CELLE there is the village HOEFER. In German HOEFER sounds like HOFRA a little bit. Take the Michelin-Adress to have a look at the map of Celle an HOEFER.
