I can only give you a very rough translation:
This is a letter refering to an application for granting the permission to
run a tavern to Joh. H. Stoltmann from Gesmold.
The application was handed in at the district committee of the district
Melle (probably Melle near the town of Osnabr�ck)

No will, testimomy or something else in sens e of a last will. It should be a
document adressed to the administration of Melle and containing the ask for
allowance to have a business as an innkeeper. To drive a business there had to be
an authorisation by the local powers.

Translation:
To the highly praiseworthy commission of the "Kreis" Melle concerning the appeal
of the Joh. Heinrich Stoltmann of Gesmold for bestowal of the publican's licence.

Question:
If Gesmold is in the Melle district -
Is Melle in the Osnabr�ck district or in Neidersachen?

I'm trying to relate this to the city>township>county>state relationship
that we have in the U.S.

Hello again!
Gesmold is part of the city of Melle that former was a county,too. Since
about 1972 Melle belongs to the county of Osnabr�ck which is situated in
Niedersachsen(Lower Saxony). Niedersachsen is one of Germanys 16 states.
You can not translate your relationship exactly. So my explanation is only
an approach to "the real situation"...
