I am sorry, but I also have no clue what kind of list this might be - though come to think of it, it could be an index of a book.
Since it is very hard to read, I cannot decide if the numbers really are listed sequenttially. Some names are listed alphabettally, but there is a Phillip Bauer next to your Burgdorf , they are not really in line.
I admire that you are not giving up - happy further hunting,
