You are right in your assumption - this is another scam which you should delete. The only person who will receive money is the con man because if you reply he will ask you to prove who you are by asking a number of question then ask you to send money and/or ask for your bank account number. Once he has that information he will be laughing all the way to your bank. British investigative journalists have traced some of these African conmen to mainland Europe.

There is another method of gaining information other than buying lists of names and addresses: We are experiencing identity theft in England where an anonymous somebody lives a parallel illegal life not known until either your bank account is cleared out and your overdraft is very high or the police knock on your door for a law infringement and very difficult to prove your identity hasn't been stolen. In Europe old computers have to be recycled and not dumped in landfills. Ship loads of these are sent to Africa where they are dismantled and all the parts sold. The hard drives containing personal information are not wiped clean but are sold. You will find rows of young men in cyber cafes who are paid to look through the discs extrapolating bank details, names, addresses, etc. to sell for ill gotten gains.
