they talk about services which had tobe done by people. As far as I know "Spanndienst" means the obliged has to serve with a horse or a another animal able to tear a wagon. "Bleckede 90 Spanne à 2 Tage" means this service had to be done by ninety people for 2 days, perhaps by less people on more days. The obliged could not choose the time to do the duty, but those who werre obliged could be ordered the work was needed to be done. You may translate the "à", which comes from the French, in generally with "for". Two cups of coffee à 50 cent, means each for 50 cent, in summary a dollar - for example.
