The practical meaning that somebody settles on "new" land is the actual
meaning: "New" land may be wilderness (not cultivated or not claimed yet by
anybody) or it may be occupied or conquered land that was claimed before by
somebody else. The latter was the case in North America (that was claimed by
native Indians) and East Prussia (that was claimed and cultivated for at
least 3,000 years by Prusai people, the native "Indians" of later East
Prussia). - I don't now a lot about Netze District, which is an area along
Netze river in West Prussia. However, I think that any settler, entering
West or East Prussia (especially if not invited to immigrate) was a
"kolonist".
