Re: Achte Bezirk Brigade aus Schlochau

I have a very poor copy of a "Loosungs Schein" from 1877.
I believe it is a release from military duty for my great-grandfather, Theodor Hartmann. It states that he was born in March of 1857, resided in 'Huelfe bei Konitz'. He was attatched to the' achte Bezirk Brigade' of Schlochau, received an 'ersatz Kommission?', and was released from duty because of a 'great scar on foot' (maybe he couldn't march?)
Can anyone help with data about this unit, the towns, people and, what was an 'ersatz kommission'?
Thanks
John Hartman
