I have an ancestor who was born in 1809 in Amt. Hoya, Hannover. Her name
was Eleanore but in the 1852 Hannover census she is listed as Klarchen. Is
that a nickname?

You might not expect to get an answer to you question from me via the mailing-list.
"Klärchen"/"Klarchen" surely is a nickname, but if it was a short form for an official
given name than it should be the short form fpr Clara/Claire/Klara.
A short variant for Eleonore would be Nora, Lene or Lenchen.
Although this surely was not usual we can find some girls and boys, men and women
which were known under a different name as the one we can find in the baptismal
record. But I would always be very careful and defensive to accept such a
identification, it depends on the record situation and on the evidence you have for
the interpretation that Eleonore and Klarchen was one and the same person.
