I was interested to see the question from Clair about Orphans being taken
abroad to foreign lands. This might explain why my grandfather Hermann
FLEMME came to England as a young boy without his parents.
I saw an article on the web, that New York collected a lot of money to help
the poor people after one of the many wars in Hannover - I saw too that over
1,000 miners were killed which would mean many widows with children. Then I
came across this article and wondered if any lister knows of an official
announcement permitting orphans to be taken abroad.
<1805 wurde von der preu�ischen Regierung die Armenkommission gegr�ndet, die
alle st�dtischen, kirchlichen und privaten Stiftungen der Armenunterst�tzung
verwalten und koordinieren sollte. Im Bestand Armenkommission schl�gt sich
das Verwaltungshandeln des preu�ischen Staates hinsichtlich des vormals
selbst�ndigen Stiftungswesens nieder. In bergisch-franz�sischer Zeit 1809
versuchte man, die Armenstiftungen zu einem Wohlt�tigkeitsfonds
zusammenzuschlie�en; in der Folge kam es 1810 zur Gr�ndung des
Generalarmenfonds, der die rechtliche Selbst�ndigkeit der Stiftungen
erhielt, aber eine einheitliche Verwaltung der Gelder erm�glichte. In der
Zeit nach 1820, als M�nster bereits wieder unter preu�ischer Verwaltung
stand, konnte die Verstaatlichung der Stiftungsgelder teilweise r�ckg�ngig
gemacht werden, es kam aber zu weiteren Zusammenschl�ssen von Armenh�usern
wie beispielsweise dem Gro�en Armenhaus, bestehend aus elf ehemaligen
Armenh�usern und der Hilflosenanstalt. 1924 ging die Armenkommission im neu
gebildeten Wohlfahrtsamt der Stadt M�nster auf. Zum Wohlfahrtsamt geh�rte
das F�rsorgeamt, das au�er der Sorge und Betreuung f�r die Hilfsbed�rftigen
auch die Verwaltung der entsprechenden Einrichtungen �bernahm. Die
Aktenvorg�nge reichen bis in die 1930er Jahre. Aufgrund der Entwicklung der
Armenkommission befinden sich in diesem Bestand Akten, die dem zeitlich
davor liegenden Stiftungsbestand beziehungsweise der Stadtregistratur oder
der Kreisausschu�registratur entstammen.>

<1805 were created by the Prussian government the arm commission, that
should administer and coordinate all urban, church and private donations of
the arm support. In the existence arm commission settles the administrative
acting of the Prussian state regarding the before times independent donation
nature. In bergisch French time 1809 one tried to unite the arm donations
to a charitable fund; in the consequence it came 1810 to the establishment
of the general arm fund, which received the legal independence of the
donations, but a uniform administration of the funds made possible. In the
time after 1820, when cathedral stood already again under Prussian
administration, the nationalization of the donation funds could be cancelled
partly, it came however to further unions of poorhouses as for example to
the large poorhouse, consisting of eleven former poorhouses and the
institute for helpless. 1924 came up the arm commission in the again formed
public relief office of the city cathedral. To the public relief office
belonged the office for welfare service, which except the concern and
support for the needy ones took over also the administration of the
appropriate mechanisms. The document procedures are enough into the 1930er

existence, which come of temporally the donation existence lying before it
and/or the city registration department or the circles' committee
