I want to get birth records in the Oldenburg Archives and they have sent me
their bank info for a wire transfer, however, my bank wants almost 30 euros
to send only 16 euros. Is there another way to quickly send money to them
or will I just need to send a check to the archives?
Of course, I am excited that they have records and would like them as fast
as I can get them.

They would probably have to pay a similar amount to cash the check. AFAIK the only practical way is to send Euros in cash.
