After poking around a bit, I was able to find this listing at the
Landesbibliothek Oldenburg, but I'm not sure if it has what I'm
looking for:

I'm not necessarily looking for exact addresses, but I'm hoping to
find something from this period similar to a parish register. I have
one from 1750 for Loeningen which lists all the inhabitants of each
village, but after that I find nothing more recent.

In all probability this would list businesses in the duchy but not
individual farms.
I'm not necessarily looking for exact addresses, but I'm hoping to

That would be a Seelenregister (Status animarum) taken by the bishop
upon his ascendancy to govern & tax his subjects. These were taken
house to house and list all inhabitants there including the additional
folks living on the farm property as the hired help. They can be a
treasure for genealogists. I do not know when the last such register
was taken for Löningen but I would suspect it to be the 1749/50 one.
In 1803 the Duke of Oldenburg took over and he wasn't RC. He set up a
new style of government for the area like that in place in his old
Lutheran territories.
