Oh yep,
Oldenburg was a seperate state until 1946 and was then incorporated (I would, of course, interpret this as 'annexed' - those Brits !) into the new state Niedersachsen. Thus, in the twenties, there was no Niedersachsen, and Nordenham was part of Oldenburg.
