It means: "For (under) these conditions (he is) re-baptized.
Ecclesiastically this means that one religious denomination does not
recognize the first baptism by another denomination or an individual as valid (for a
variety of reasons.) And so if it is not valid (but it may be in God's eyes)
the child is "re-baptized" to make sure all bases are covered.
