I found a web site that has 2 pieces of software:
1) GermanName Maps .. it is a distribution of surnames in Germany
2) Digital German Gazetteer that helps find "populated places" in German and then allows printing of map.

He also has a book on Pennsylvania Land Records to 1769 .. which we know has a lot of Germans who immigrated to Pennsylvania.
