I will do some more research on the privacy laws and get back to you. There is a complicated application process with $ to get any info. from Germany.
Any way, the info is always through a " Standesamt" of the city in question, as Hamburg or Hannover.
I would set google on google. de and search for Standesamt, either in Hamburg and/or Hannover, then click the English option for info. Or search for German privacy laws time frames.
I live in the US, but immigrated from northern West- Germany, have many relatives over there and am familiar with the laws and regulation to a degree.
My best German girlfriend over here lost her husband in Nov. and needed her marriage document from 1960 for SSA over here. Here own sister in Bremerhaven was not able to get it for her, but after lots of proof as a spouse, it was directly mailed to her. Just a recent anecdote.
