I believe that the Rosenberg you are looking for is probably
Kreisstadt Rosenberg, Kreis Rosenberg, Westpreussen. I know that
members of the Czerr family lived in Rosenberg in the 19th century. An
Elisabeth Czerr was the second wife of Gottfried Konkel, a brother to
one of my ancestors. These people all lived in Rosenberg. I have
microfilm of the church records of the Evangelische Kirche Rosenberg on
indefinite loan at my local family history center. I will check for
your Ferdinand the next time I go to my local LDS family history
center.

I checked the microfilm of baptisms for Rosenberg, Westpreussen
1856-1885 and found your ancestor Ferdinand Czerr. My translation of
the baptism follows:
1861, baptism No. 11, 7th legitimate male birth of the year, baptized
27 January 1861 at the Evangelische Kirche Rosenberg, born 13 January
1861 at Klein Brausen, FERDINAND CZERR, father: FRIEDRICH CZERR,
occupation ? Heglmann? or Justmann, mother: GOTTLIEBE geb. KALINNE,
residents of Klein Brausen, baptized by Pastor Hammer, Baptismal
sponsors (Pathen): Friedrich West, Wilhelmine Salewski and Wilhelmine
Konkel.
