Society as soon as I can get one translated. I wonder how many people would
advertise all of their debts in 1997?

Moin,
never heard of lists. There is one publication I rememeber to have read
about, where Ostfriesen are listed who asked for a passport.
The only "allowance" I can imagine is, that those who had debts needed to
proof to be free to leave. Many - very correct people - advertised their
intentions in newspapers, which may be some source to check.
To be sure ask the experts of the Frisian genealogy Society:
