I don't understand the symbol after the number 40. Does it mean $40, as in 40 US dollars? If so, does he understand that he may not get the "cash" if people working for the post office see it and take the money?

yes it does mean 40 US dollars. Do you have another idea to send money to Germany? The change fee for a cheque is very high.

I never had problems with sending cash from the States to Germany.

Can't she just wire 40 dollars to his bankaccount? Or they can set up paypal accounts, that is usually how they do Internet transactions these days.
