Hanno answered your question already. I just wanted to add something which happened only last week.
I phoned the "town hall" (rather "village" hall!)of Gauangelloch, Baden-Wurttemberg, for information about where to look for certain papers. The lady on the phone talked yery correct German with just the slightest regional accent, until she heard that I was looking for people with her own family name. She then switched immediately to pure dialect which I found very different from what I heard in my home town of Mannheim which is only 36km away. Examples: " macht" = does became "mescht", "ich habe" = I have became "i (spoken like English ee) hew".
Talking to "family" (even though the connection goes back to a man born in 1684!) triggered the informal, comfortable dialect attitude. This happens everywhere, at least in Southern Germany.
