It is a lecture series given at the University of Wisconsin-Madison, focussing on the early ideas of Freiherr Karl Friedrich v. Stein - bis Adenauer. . It was published in 1984. It is small (102 pages) and I could send it to your friend. Of course, this is more a background to what he really wants to know. Has he looked at <www. amazone.com>?
