Another idea would be to find his naturalization records. According to the
1900 Census, Bernard was naturalized. Some of the later naturalization
records will show the date and place of birth and when he emigrated to the
United States. You need to check with the county where he was naturalized.

I have the text from the naturalization, City of Baltimore, dated 24
April 1880. Unfortunately, it only says Bernhard Luers, native of Germany
and current resident of Maryland... It didn't even have his birthdate.

It also indicates that he had to declare an oath at least 2 years earlier,
which he did on 17 Jan 1877. I don't have any further documentation of that
oath - Would they have taken additional detailed information at that time?
It didn't show up during my visit to the archives (some years ago).

The 1860 Census listed in Will, IL a Luers family from Oldenburg.
The head is Frederick Luer age 42 and wife Anna and some children.
There is also listed:
Frederick Bernard age 24 from Oldenburg - in this case is not clear - is Bernard the surname or Luers!?

I agree that the name Fred-k Bernhard in the town of Green Gardner,
Will County, Illinois is most likely a surname. Otherwise the name
would have been enumerated chronologically by age with the other
children. This individual is probably a hired hand working on the
farm. In the 1880 census a Fred Bernhard appears in Will County,
Illinois and his age is correct. The only discrepancy is that he is
listed as born in Schaumburg-Lippe. In the 1860 census there are
only ditto marks for Oldenburg behind the name and the information is
often incorrect.

I have some Ahlers in my family line. (Johann Heinrich Ahlers
1814-1892) and he was a shoemaker. They trace back to Langförden,
through Oythe/Vechta to Cincinnati, Ohio. I have seen the Luers name
and Pudsack also in my researches but I have nothing in my data
currently. I will have another look at the first opportunity.

Has anyone checked the obituaries in the Cincinnati German language
newspapers, Volksfreund, Volksblatt, Freie Presse? The Volksfreund
often lists place of birth and usually has the most information.
