I think, that it was the commander name from this dragoner regiment.
The name VOSS can you find very often in Germany.
Ich vermute, daß der Kommandeur mit Namen VOSS hieß.
The "Dragoon Regiment" is or was a military unit with horses.
Ein Dragoner Regiment ist oder war eine militärische Einheit mit Pferden.
